Interesting sardonic line I hitherto wasn't familiar with; personally, I'm not inclined to believe that the "masters" at the actual top of the earthly hierarchy are kept out of the loop in a literal sense, more so that control over predictably manageable "micro-scale" events are externalized to the middle and lower echelons of their grand integrated empirical hierarchy. The "empire" is inherently lazy, and the masters at the top are almost certainly just neo-Templar Roman nobility bloodlines.
