Re. your Ethical Anarchy thesis: while I self-admittedly maintain my fair share of visceral suspicion at "anarchy," I agree with your fundamental premise of fully informed consent and freedom of conscience. If your concept of "anarchy" is limited to an anarchy of free will (albeit constrained by obvious necessitated standards of human conduct) and not necessarily anarchy of self-determined moral relativism, then I can perhaps concur with the bulk of your position.
Anarchy is the only Ethical setup. I cannot give power over You that I don’t have to someOne else… Any such arrangement is unEthical.
“Anarchy,” the term, has been conflated with pandemonium. Where there are no Laws, rules, etc. It is not. It is where We each are responsible for arresting (or calling for help in arresting) Any who break the three Laws.
And beyond those Laws, all things are permissible.
A marvelous parable! Anarchy is the way to go with the three Laws of Ethics as the rules.
